Committer promotion: ways to improve the process

Problem: We tried to add new committers back in April, but we didn't add any. There's a growing concern that we're missing on making qualified individuals committers. There were several proposed on a mailing list discussion on how we can do better about it, which led to a proposed committer nomination template to help formalize the process.
Action Items
- Further discussion on template + and flesh out the review questions more, and how they can help guide the discussion on the emailing lists.
- Flesh out a proposal and discussion on adding a provisional master branch to help build "practice" commits.
- Add "learning to be a committer" to the mentorship application.
Policy and guidance on LLM-generated contributions

Problem: We've started a new development cycle, and it's time to consider what our guidance on LLMs. Given the pervasiveness of this tooling, it would be helpful to everybody to have a policy or a statement on how people can use LLMs in PostgreSQL development. For example, Linux has a policy where your git commit includes a tag that says what model you were "assisted by", which reinforces that it was used in assistance. There are also considerations around copyright assignment (e.g. a DCO).
Action Items
- Peter Eisentraut to email people for itemized thoughts on LLM usage and policy, collate them, and pick a proposal for an existing template that seems to match what everyone said.
- Joe Conway proposes gathering mid-year specifically to focus on AI/LLM usability and to discuss policy.
